This quote attributed to Buddha is not 100% accurate. The actual quote, from a Chinese Sutra called The Sutra of the Questions of the Deva (Translated From Sanskrit Into Chinese By The Great Tripitakacarya Hsuan-Tsang Of The Tang Dynasty by Imperial Command), reads, in a modern translation by Bhikkhu Saddhaloka,:

”Merit is not burnt by fire, by wind too it cannot be broken asunder, and not by water be rotted, and it is able to sustain the world.”
